Certificate IV in Building and Construction
CPCBC40120 - CPCBC40120 - Your pathway to becoming a licensed low-rise builder. Nationally recognised qualification for builders, site supervisors, and construction managers.

A QBCC site supervisor licence is Queensland's unique stepping stone into construction leadership. With a 50,000-worker shortfall projected by 2027 and average salaries above $107,000, there has never been a better time to step up. This is the definitive guide to getting licensed, earning more, and building your career.
A QBCC site supervisor licence is an employee-level licence that authorises you to supervise building work on behalf of a licensed contractor in Queensland. Think of it as the construction industry's equivalent of a provisional driving licence — you can drive, but under certain conditions, and with a clear path to getting your full licence.
Unlike a contractor or nominee supervisor licence, a site supervisor cannot enter into contracts directly with the public. You work for a licensed builder, overseeing the day-to-day running of construction sites — coordinating trades, ensuring compliance, and managing quality.
Queensland is the only Australian state that offers this distinct stepping-stone licence. In NSW, Victoria, and other states, individuals typically need to complete the full qualification and meet all requirements before they can supervise building work. Queensland's system allows earlier entry into supervision — letting you earn a supervisory salary while building toward a full builder's licence.
QBCC site supervisor licences come in three classes — Low Rise, Medium Rise, and Open — each corresponding to increasing complexity and scale of building work. The units of competency are cumulative: each higher class includes all units from the classes below it.

Medium Rise covers apartments and townhouses up to 3 storeys — the "missing middle" of Australian housing that governments are actively promoting to solve the housing crisis. This licence class is arguably the most undersupplied in the market, giving holders access to the segment where demand growth is strongest.
Note: Salary ranges are estimated based on project type and complexity correlations across SEEK, CVExpert, Yakka Labour, and Jora. No source explicitly segments salary by QBCC licence class.
Getting your QBCC site supervisor licence involves three core requirements: the right units of competency, verified on-site experience, and a successful QBCC application. Here's the process.
Decide whether to start at Low Rise, Medium Rise, or Open based on the type of projects you want to supervise and your career goals. Units are cumulative, so you can start at Low Rise and progress upward.
Study the required units of competency through a Registered Training Organisation (RTO). Low Rise requires 7 units from CPC40120, Medium Rise requires 10 from CPC50220, and Open requires 13 from CPC60220.
Accumulate the required on-site experience: 2 years if you hold a carpentry or bricklaying trade qualification, or 4 years for all other backgrounds. Experience must demonstrate supervision and management of different trades.
You’ll need referees who hold a QBCC licence at the same or higher level than what you’re applying for. A Low Rise referee cannot verify your Medium Rise application.
Lodge your application with the QBCC, including your qualification evidence, experience declaration, referee details, and the application fee of $485.08. Annual renewal is $242.54.
Once approved, you’re licensed to supervise building work within your class scope. Earn a supervisory salary while building the experience needed for an eventual builder’s licence.
You do not need to complete the units before gaining experience, or vice versa. Many people study while working on site and accumulating supervisory experience at the same time. The key is that both must be complete before you can apply for the licence. If you already have substantial hands-on experience, Recognition of Prior Learning (RPL) may allow you to fast-track your qualification.

Site supervisors in Queensland earn a strong salary — and here's a fact that surprises most people: employed builders actually earn less on average than site supervisors. The real value of upgrading to a builder's licence is the ability to contract independently and earn contractor margins — not a higher salary as an employee.
| Experience Level | Annual Salary (QLD) | Hourly Equivalent | Source Confidence |
|---|---|---|---|
| Entry-Level Supervisor | $60,000 – $80,000 | $30 – $40/hr | High (Payscale) |
| Average Supervisor (QLD) | $107,000 – $125,000 | $55 – $72/hr | High (SEEK, Jora, Payscale) |
| Experienced / Open Class | $130,000 – $180,000+ | $65 – $90+/hr | High (Jora, Yakka Labour) |

| Licence Class | Project Scope | Indicative Salary |
|---|---|---|
| Low Rise | Houses, townhouses, small commercial | $85,000 – $120,000 |
| Medium Rise | Apartments, townhouses up to 3 storeys | $100,000 – $145,000 |
| Open | All building classes incl. high-rise | $120,000 – $180,000+ |
Construction wages in Queensland are growing at approximately 4.5% year-on-year, driven by the acute workforce shortage. The 2026 Yakka Labour Hire Guide projects site supervisor packages at $110,000–$145,000 with hourly equivalents of $55–$72/hr.
A site supervisor licence is not the destination — it's the launchpad. Here's the complete career ladder from your first day on site through to running your own building business, with salary data at every rung.
Senior leadership, multi-project oversight, strategic planning
Contractor licence — contract directly, uncapped earning potential
Licensed supervision, earn while building toward builder's licence
On-site team coordination, trade scheduling, quality oversight
First step into leadership — overseeing a small team on site
Skilled trade work or general construction labour
Each trade background brings unique knowledge to supervision. Carpenters understand structural framing. Electricians understand services coordination. Plumbers understand wet area compliance. Concreters understand foundations. Your trade perspective is what makes you a better supervisor — you understand construction from the ground up, which is an advantage that cannot be taught in a classroom.
The ultimate goal for many site supervisors is to upgrade to a builder (contractor) licence — the licence that lets you enter into contracts directly with clients and run your own building business. Here's what the pathway looks like.
Site supervisors cannot use the QBCC's "Change Licence Type" process to become builders. You must submit a completely new application, which includes meeting the Minimum Financial Requirements (MFR) — net tangible asset thresholds that site supervisors are exempt from. Plan for this from the start.
| Requirement | Site Supervisor | Builder (Contractor) |
|---|---|---|
| Qualification | Specific units only (7/10/13) | Full qualification (Cert IV / Diploma / Adv Diploma) |
| Experience | 2 or 4 years supervisory | 2 or 4 years supervisory + project management |
| Financial Requirements | Not required | MFR — net tangible assets per revenue category |
| Insurance | Not required (employer’s responsibility) | Home warranty insurance (QLD) |
| Contracting Ability | No — employee only | Yes — contract directly with clients |
If your goal is to eventually hold a builder's licence, consider completing the full qualification (not just the site supervisor units) from the start. This way, when you're ready to apply for the builder licence, you won't need to go back to study. You'll only need to meet the financial and experience requirements. Queensland's construction industry is entering a period of unprecedented demand. If you've been thinking about stepping up into supervision, the numbers make a compelling case for doing it now.

This isn't a one-year spike. The CSQ Horizon 2032 report projects an average annual shortfall of 18,200 workers over an 8-year period from 2025 to 2032. Site supervisors are specifically identified as being in high demand. The opportunity window is wide and long.
Growing demand for supervisors who understand energy-efficient construction, solar integration, and NCC energy compliance. The QLD Energy and Jobs Plan is driving $62 billion in renewable infrastructure.
Prefabricated and modular construction is growing for volume housing and apartments. Supervisors who understand both traditional and modern methods are in highest demand.
Queensland adopts NCC 2025 from 1 May 2026. Supervisors need to be across changes to condensation management, energy efficiency, and accessibility requirements.
